I want to be a thief on Oblivion! How do I go about my life of crime?

I have saw they is something at looks like an Elf you can play with and its best at stealing. Well In Oblivion I want to be a master thief, steal horses and items and just start my own empire of stolen goods but can I do this, like in the game is it possible to buy a home and just go from town to town stealing everything and everything in site and I want to have loads of stolen horses. Can I do this? Like set up home and have about 10 horses out in my garden?
