Does anyone know the process for a Filipino Engineer to apply for a business visa to work in Algeria?

I want to bring a Filipino consultant to work in Algeria, what should he do? keep in mind that there is no Algerian embassy in Philippines, so what kind of process must the the Filipino Engineer go through?
