Does washing hair in different water types actually make a difference?

And by different water types I mean hard and soft water from the tap.
I ask this because when I wash my hair at my boyfriend's house it is more smooth, shiny and less frizzy compared to when I wash it at my house; of course using the exact same shampoo, conditioner and hair products.
I know for sure the water is hard where I live but my boyfriend doesn't live that far away; only about ten miles. So I don't see how his water type could be different!
